Colorado HB21-1110 Compliance: Website Accessibility Training and Services

If you are a Colorado state agency or county government, you must meet the HB21-1110 compliance requirements by the deadline of July 1, 2024. You need to make sure to start as soon as possible because HB21-1110 requires that all technology, both external and internal facing be accessible.

Completing an accessibility project – even for professional service providers – can take weeks if not months so it is highly recommended you start in January 2024 if you have not already.

HB21-1110 Compliance Requirements

HB21-1110 has several requirements that vary by entity. Here are most of the compliance requirements.

State Agency Responsibilities

Here are some of the HB21-1110 requirements for state agencies:

  • Compliance in the creation and publishing of any online content and materials.
    • Including but not limited to text, links, images, forms, PDFs, documents and embedded third-party applications.
  • Establish a written plan with OIT, as part of your annual IT Roadmap, for implementing the accessibility standards.
    • The first plan was due July 1, 2022.

Responsibilities for Local Governments

  • Compliance in the creation and publishing of any online content and materials.
    • Including but not limited to text, links, images, forms, PDFs, documents and embedded third-party applications.

Platform Providers: OIT, SIPA & Vendors Responsibilities

Platform providers, including OIT, SIPA and vendor partners, are required to provide a platform that is compliant with the most recently published W3C, Web Content Accessibility Guidelines (WCAG). Note that the most recent version of WCAG is version 2.2.

  • OIT responsibilities:
    • Promote and monitor the access standards for individuals with a disability in the state’s information technology infrastructure, including but not limited to architecture.
    • The OIT web content accessibility guidelines must conform with the most recent WCAG.
